Build a baseline that can be explained

A baseline is not a maximal list of plugins. It is the smallest repeatable set of capabilities your agency can install, secure, document, and support well. Map the baseline to common client jobs such as lead capture, customer support, booking, membership, or product licensing.

Record why a product is included, which data it receives, and who owns its configuration. The explanation matters as much as the install because it is what makes handoff possible when the original implementer is unavailable.
